New political horizons for Palestine.

We strive for a future where security is rooted in institutional parity, mutual dignity, and regional partnership rather than occupation and asymmetric force. The process begins with an initial phase (“Alliance of Interests”), establishing a joint coordination mechanism to secure borders with Jordan and Egypt while guaranteeing unhindered Palestinian freedom of movement. Subsequently, coordinated command mechanisms will develop in agreed-upon areas, ensuring independent operational capabilities and equal institutional recognition for Palestinian security institutions. At the federal stage, a joint command structure will manage regional missions and external border defense under strict equal representation and clearly delineated authorities, with absolute safeguards prohibiting the deployment of joint forces against civilian populations. In parallel, local Palestinian security frameworks will transition into a modern civic police and national guard focused on community protection. The process culminates in the third stage, expanding joint mechanisms into broader regional security cooperation within a democratic Levantine framework.

The future of our society requires guaranteeing unconditional freedom of belief, conscience, and religious worship for every individual, free from institutional coercion, political restriction, or systemic discrimination. A democratic federal framework must guarantee unhindered access to holy sites, upholding the historic Status Quo and recognizing established religious custodianship without military interference. Jerusalem (Al-Quds) will serve as an open, shared capital that anchors the political, national, and cultural self-determination of both peoples. To respect communal autonomy and individual pluralism, matters of personal status and family law will remain within the jurisdiction of respective communal bodies or state civil authorities, protecting individual freedom of choice without compromising fundamental civil and human rights.

Our economic vision ends structural dependency and ensures equitable development, social justice, and fiscal sovereignty for both peoples. In the initial phase, we will overcome the asymmetric restrictions of the Paris Protocol by establishing an equitable customs union and coordinating trade policies, while creating an autonomous Palestinian monetary authority alongside transitional bilateral currency agreements. Transitioning to the federal stage, a joint central bank and parity-based monetary council will manage macro-stability, protect against external shocks, and actively direct investment toward bridging systemic infrastructure and industrial gaps. In the third stage, this expands into a Levant-wide Resources and Energy Authority ensuring fair distribution of regional assets.

Our legal foundation is anchored in universal human rights, non-discrimination, and restorative justice. In the initial phase, legislative alignment begins through an Inter-Parliamentary Assembly advising both representative bodies to harmonize civil protections and repeal discriminatory laws. In the federal stage, a jointly drafted federal constitution becomes supreme law, backed by a Federal Constitutional Court with equal judicial representation whose binding rulings hold all state apparatuses accountable. The legal architecture will guarantee redress for human rights violations and unify civil protections across jurisdictions. This rights-based framework serves as the blueprint for replication within future democratic Levantine institutions.

Education is the cornerstone of mutual recognition and collective renewal. Within the federal framework, sovereign state control over national curricula is preserved in full, protecting Palestinian historical narrative, cultural identity, and collective memory without external censorship. A joint pedagogical council will facilitate peacebuilding and civic ethics programs that counter dehumanization and recognize the lived experiences and traumas of both peoples. Trilingual proficiency in Arabic, Hebrew, and English will be integrated to dismantle linguistic barriers and foster open discourse. In the regional stage, joint educational initiatives expand through a Levantine Council for Cultural and Academic Exchange.

The core of our model is strict institutional parity and the eradication of structural domination; ensuring neither nation controls the other politically, geographically, or economically. Institutional cooperation begins immediately through joint technical commissions on equitable water rights, environmental remediation, and renewable energy. At the federal level, governance is structured across three transparent tiers (federal, national, and municipal), led by co-equal executive councils, a bicameral assembly, and a rotating presidential council operating under absolute consensus rules. In the third stage, this structure scales outward to facilitate equitable political partnership across the Levantine region.

Our vision ends isolation by embedding Palestinian sovereignty within a broader, integrated regional ecosystem. In the first phase, we will re-establish historical commercial, cultural, and political corridors, securing Palestine’s full economic integration with the Arab League and Mediterranean markets. The federal framework remains open to neighboring sovereign states, pursuing the gradual realization of a democratic Levantine Union that brings Palestine, Jordan, Lebanon, Syria, and regional partners into an interconnected space of economic justice, diplomatic stability, and mutual security.

Our movement rejects ethnocratic nationalism and views regional cultural multiplicity as an enduring strength. Within the federal framework, Arabic and Hebrew hold equal constitutional status as primary official languages, with English recognized for diplomatic and international commerce. The federation will adopt shared civic emblems that respect and complement, without diminishing, the Palestinian national flag and identity. At the regional stage, this inclusivity broadens: recognizing Kurdish, Syriac-Aramaic, Armenian, and other native Levantine tongues as official or protected languages, celebrating the rich civilizational heritage of the region.

We envision a contiguous territory without military barriers, permits, or walls. In the initial phase, freedom of movement must be restored immediately by abolishing the permit regime, removing military checkpoints, and integrating transportation infrastructure between Palestinian urban and rural hubs. In the federal stage, the fundamental right of all individuals to travel, commute, and work throughout the shared space is constitutionally protected without discriminatory profiling, managed under joint external border standards that preserve public safety while respecting civil rights.

True security requires dismantling spatial segregation and protecting community tenure. During the transitional phase, the expansion of residence rights will be managed through an independent land and planning commission to prevent real estate displacement, predatory expansion, or the unilateral demographic alteration of vulnerable areas. The federal constitution will balance universal rights of residence with protections for municipal zoning and historical land rights. Crucially, the fundamental rights of Palestinian refugees, including restitution and return in accordance with international law, will be anchored as sovereign state responsibilities recognized and supported by federal bodies.
